It's always an interesting time at my house when these teams play each other since my wife is a Mariners fan. She's not die hard like me but the boys know that the Mariners are "Mommy's team" and the Twins are "Daddy's team," so I'm never sure which one will choose to cheer for the Twins. Lately, each chooses a different one to root against his brother, so we try to keep it civil as much as possible.

Is it a requirement that every time the Twins and Mariners play, that these two face each other?

It seems like it, but I think this is only the 4th time it's happened. Liriano has only faced the Mariners 5 times so far, and last year he wound up getting matched up against Silva and Batista. This start will make 4 of 6 games against the Mariners where he's faced Felix.
